Collier County Launches Program to Help Renters Become Homeowners

Collier County has introduced a new initiative aimed at making homeownership more attainable for local workers struggling with rising housing costs.

The “Build to Rent to Own” program enables renters to gradually transition into homeownership by allowing them to build equity while paying affordable rent, according to a recent article by Mahmoud Bennett of Fox 4.

“This program is designed to finance the construction of dignified, affordable homes for Collier County’s workforce,” said Matthew Smith, the program’s founder.

This week, the Collier County Housing Alliance hosted its first major fundraiser, bringing together donors and affordable housing advocates to support projects like Build to Rent to Own. The initiative helps working families secure homes without requiring a large upfront down payment.

Under the program, tenants rent homes at affordable rates for three years, with rent payments adjusted based on their income. A portion of their rent is set aside in a down payment reserve, which they can later use to purchase the home.

“This gives them financial stability and greater security over future housing costs,” Smith explained.

Launched in 2024 with support from the Collier Community Foundation, the Housing Alliance has also introduced other housing initiatives, such as:

  • The Housing Navigator Program – offering credit and budgeting assistance to potential homeowners

  • The Workforce Housing Stabilization Fund – providing short-term loans for workers facing housing instability

  • Ekos Cadenza – a newly funded 160-unit senior housing complex

The Housing Alliance expects to finalize a site and present renderings for the first Build to Rent to Own homes within the next three months.
